Fishing unlocks at level 65: the tutorial quest chain is granted automatically, after which you fish six holes, sell the catch to vendors and break the rest down into filets.

Straight from the client dump: it holds no catch rates and no bait-to-fish links, and some fish have no listed fishing hole. Maps, hole outlines and coordinates are the ones the client itself uses; map images are extracted from the client separately and may lag behind.

Go to: Waining · Highwatch

Open the quest

Take the red fishing quest in Highwatch — it hands you an Old Fishing Rod and Bait I.
To fish, put the rod on your skill bar, then right-click the bait to activate it.
Finishing the quest leaves you with enough Angler Tokens to buy a tier 1 rod from the Angler Token Vendor.
Pick a rod that matches your playstyle — AFK (away from keyboard, auto-fishing) or active fishing — and start upgrading it as soon as you can.
Tip: upgrade, or at least craft, the Speedy Gathering Tool before you pour materials into rods.
